El presente trabajo se desprende del seguimiento realizado durante seis años por la cátedra I de salud pública y salud mental de la facultad de psicología-UBA en el Hospital General de Agudos Ramos Mejía. Para pensar el impacto que la Ley Nacional de Salud Mental tiene en dicha institución, nos propusimos como objetivo analizar las mediaciones existentes. Por mediaciones entendemos el espacio ¨entre¨ los derechos que protege la LNSM y la posibilidad de que el usuario efectivamente los ejerza. Como marco teórico tomamos la teoría ecológica propuesta por Urié Bronfenbrenner, la cual concibe al ambiente en el que se desenvuelve el individuo como un conjunto de estructuras seriadas y estructuradas en diferentes niveles. Mediante una metodología cualitativa, de entrevistas y observaciones en el servicio de Salud Mental, se identificaron mediaciones de distintos órdenes: las políticas sobre salud mental de la CABA, la red de servicios de salud, el hospital como institución, las políticas adoptadas por la conducción de la institución, el servicio de salud mental, las concepciones y prácticas de los profesionales y los intereses de los mismos. Se encontró que en su mayoría éstas operan en distintos niveles y funcionan como obstáculo para la aplicación de la ley. Palabras clave Ley - Salud Mental - Mediaciones - Hospital General ABSTRACT THE IMPLEMENTATION OF THE NATIONAL MENTAL HEALTH LAW SEEN THROUGH THE EXISTING MEDIATIONS BETWEEN A NATIONAL LAWANDTHEATTENTION OF HEALTH SERVICES USERS INA GENERAL HOSPITAL The present research is included in the project of the subject Public and Mental Health (University of Buenos Aires, Psychology Faculty) at the Ramos Mejía General Hospital. We examined the existing mediations regard the impact caused by the National Mental Health Law in the Hospital, with the aim of visualice if these are an obstacle or a facilitator for the law. The Mediations are the gap between the right protected by the law and the possibility to access them. Our theoretical framework is Urie Bronfenbrenner´s ecology theory, which said that the human environment is composed by organized and leveled structures. By a qualitative methodology based on interviews and observations in the mental health service, we found different meditations: the mental health policies of the CABA, the health services network, the Hospital as an institution, the policies adopted by the institution’s management, the mental health service, the conceptions and practices of the professionals and their interests.
