Buscando ilustrar o momento atual da assistência social à infância e à adolescência em situação de risco no Brasil, este trabalho traça o percurso histórico dos serviços sociais voltados para esse grupo, relacionando-os com os elementos jurídicos, e o corpo ideológico presente em diversos momentos da história,desde o período colonial, até os dias atuais. Nesse sentido, articulam-se as características gerais da assistência voltada para a infância e para a adolescência desde o período colonial, no qual havia forte presença da filantropia, sendo o atendimento fundamentalmente operacionalizado por instituições religiosas; passando por influencia de especialistas regulados pelo movimento médico-higienista; o advento da república e suas implicações no campo da assistência social; o período de regime militar; até a redemocratização do país e a conquista de direitos sociais pela população, culminando no que diz respeitos aos direitos de crianças e adolescentes, na doutrina da proteção integral garantida pelo Estatuto da Criança e do Adolescente. Revela-se a necessidade de pensar a construção de políticas públicas a partir dessa compreensão na tentativa de implementar, de fato, os direitos garantidos por lei através do ECA,particularmente no que diz respeito a crianças e adolescentes em situação de risco. Abstract A HISTORIC JOURNEY OF CHILD WELFARE AND THE TEEN AT RISK IN BRAZIL ISeeking to illustrate the current situation of social assistance to children and teens at risk in Brazil, this paper traces the historical path of social services aimed at this group, relating them to the legal elements, and this ideological body at different times of history from the colonial period to the present day. In this sense, articulated the general characteristics of care focused on childhood and adolescence from the colonial period, in which there was strong presence of philanthropy, being the service primarily operated by religious institutions, through the influence of medical specialists regulated by the movement hygienist, the advent of the republic and its implications in the field of social welfare,the period of military rule, until the democratization of the country and the achievement of social rights by the population, culminating in that concerning the rights of children and adolescents, the doctrine of full protection guaranteed by the Statute of Children and Adolescents. It appears the need to consider the construction of public policies from this understanding in trying to implement, in fact, the rights guaranteed by law through the ECA, particularly with regard to children and adolescents at risk.
