Muerte, miseria, desidia y enfermedad fue la imagen cotidiana de Buenos Aires colonial. Frente a este cuadro de situación los vecinos, los jesuitas, los betlemitas y a la Hermandad de la Santísima Caridad comienzan la tarea de asistir, dar alivio y sepultura a las “pobres almas de los pobres”. Entre dádivas, donaciones, ventas de productos alimenticios y otras labores se inicia la atención espiritual de los desdichados. Las tramitaciones burocráticas entre el Cabildo y la Corona Española eran tediosas y los pobladores junto a los religiosos se adelantaron a la llegada de la resolución real. La finalidad fue aliviar el desasosiego de los espíritus enfermos sin poder dar cura médica. La planificación en la salud recién se iniciará en 1870 con la creación del Protomedicato. A partir del análisis de las cédulas reales se muestra la urgencia que imponía la situación y la demora a una solución. Se irá revelando, en los casos que fue posible demostrar, cómo, ya desde aquellas épocas, se inicia la división entre pudientes y pobres. It will reveal itself progressively, in the cases that were possible to show, like, already since those days, it initiates the division between well-offs and pours.
