El presente trabajo se inscribe en el proyecto “Protección integral y políticas públicas de infancia y adolescencia: el derecho a la salud de niños, niñas y adolescentes en situación de desamparo y desafiliación social de la ciudad de Buenos Aires” (UBACyT 029). El propósito del trabajo en curso es describir el alcance de la participación estatal en la atención destinada a niños/as y adolescentes en situación de calle de la Ciudad de Buenos Aires. A tales fines se seleccionó el principal efector de políticas públicas en la temática, el “Área de Atención a Niños, Niñas y Adolescentes en Situación de Calle” perteneciente a la Dirección General de Niñez y Adolescencia, Ministerio de Desarrollo Social del Gobierno de la Ciudad de Buenos Aires. Se presenta el plan te trabajo, los objetivos, los supuestos que orientan la investigación y la metodología. En esta primera etapa se describió el contexto político institucional en el que surgió el área en estudio, se rastrearon en el campo jurídico las normativas sobre infancia y adolescencia, se desarrolló el eje salud-enfermedadatención y se elaboró el estado del arte. Se seleccionaron cuatro dimensiones de análisis: recursos físicos; recursos humanos; objetivos y estrategias programáticas; y relaciones intersectoriales e intrasectoriales. Palabras clave Salud Ciudadanía Derechos humanos ABSTRACT HEALTH, CHILDHOOD AND ADOLESCENCE: HEALTH CARE IN HOMELESS CHILDREN AND ADOLESCENTS IN THE CITY OF BUENOS AIRES This study is included in the Project: “Integral protection and public policies for childhood and adolescence: the right to health in abandoned boys, girls and adolescent and social exclusión in the city of Buenos Aires” (UBACyT 029). The objective of this study is to describe the extent of the state participation in the health care of homeless girls, boys and adolescents in the city of Buenos Aires. For that purpose, the main creator of public policies on the subject was selected, the “Health Care Area for Homeless Boys, Girls and Adolescents”, which depends from the General Department of Childhood and Adolescence, Ministry of Social Development of the Government of the City of Buenos Aires. The work plan, the objectives, and the assumptions which guide the investigation and methodology are presented. In this first stage, the institutional political context where the area under study emerged, was described; regulations on childhood and adolescence were tracked in the legal field; the axis healthillness-health care was developed and the status of art was elaborated. Four dimensions for analysis were selected: physical resources, human resources, objectives and program strategies and inter-sector and intra-sector relations. Key words Health Citizenry Human Rights
